Job work getting done from another country

Hi !

I want to buy paper from country A and send it directly to country B for making notebooks .

country B will make the notebook and send it to us .( they will not pay custom duty in their country , as they will only do job work and re export )

country A will invoice us for papers. Country B will invoice us for job work but when I receive the goods in india it is in notebook form .

so basically we make payment to two companies in different countries for paper and job work .

how do we file BOE in india for the same or what is the best way of doing this ?
