Sir,

There is only one notification on edpms dates 26th may, 2016. In all the rest , RBI has only informed on extension sans notification. You can search the said on google by typing RBI edpms September 2018, you will get communication by trade bodies informing members of extension.

You may also write to RBI at [email protected] and they will give u reply. The due date for clearing the pending edpms outstanding is 30.09.2018. If you want any information on process of clearing the bills please do let me know, I will try my best to help you.
