Sir let me know, there are no changes from issuing of Notification { Central Excise - Notification No. 49/2008 [CE (NT)] 24-12-2008 } till 2016. My doubt is i want to decide abatement % applicable for aforesaid items having HSN entries for the financial year 2016-17.

That is the only Notification which valid as on today and you need to check for the said HS code in the Notification for identifying the abatement rate. I do not get what exactly you mean abount 20167 HS code aince HS code does not get changed year wise.
