Sale of Machinery by SEZ Unit to EOU

I am 100 percent EOU at Faridabad in the process to procure One machine from SEZ Unit in Jaipur.   Authorised Officer of SEZ is insisting to file Bill of Entry at Faridabad.

My quieries:-

1. Whether I can procure this machine against Procurement Certificate at Nil rate of Duty?

2.  Where to file Bill of Entry? in Faridabad or Jaipur

3. Please favour me to provide the guidelines or procedures any notification to show the authorised officer.

Please favour me as i am in urgent need of machine, my production is held up
