Assessable value determination: freight for FOR sales is included, therefore it increases the excise duty base under valuation rules.
Where goods are sold on FOR terms (price up to the place of destination inclusive of freight to destination), freight up to the contractual destination must be added to the assessable value and included when computing excise duty under the applicable valuation rules. (AI Summary)

If we order something on F.O.R. basis, that good mentioned in the invoice will be transmitted from the supplier to the client without any transportation charges.

FOR is the price upto place of destination as mentioned in cotract ( inclusive of feight upto destination road).

Hence, it shall be added to the Assessable Value for calculation of excise duty.
