surrender of central excise registration

Respected Sir,

                          Regarding above subject, One of my clients wants to surrender central excise registration, then can he surrender in between of financial year or he has to surrender compulsorily on 31-03-2014,do the aces system can accept the surrender of RC in between or it accepts on 31-03-2014.please reply
