Problem in Getting CT-1

Global enterprises

We are Merchant exporter, Our registered office is in Jamshedpur. We have got export order where in we are procuring the goods from different factories in different city in india. namely, Gujrat, Nagpur, Orrisa.

We need CT-1 for ED exemption, We have made BG and also prepared a B1 bond, But it is not being executed by the concern authority, telling that this Bond can only be executed  before the Assistant Collector of Central Excise having jurisdiction over the factory.

Now how is this possible for us to Go to different places to get the bond executed.

Please suggest under which rule the bond can be excecuted in my city (jamshedpur) only. where as the manufacturer telling they are receiving various CT-1 from different places. So why this prob in Jamshedpur only.
