Who is responsible to issue ARE-1 no.

Respected Sir,

We are manufacture/ exporter. We got order from Merchant exporter. they provide CT-1 and ARE-1 duly sign by authorize signatory.   Now we plane  to dispatch our material under CT-1, So, my question is that , who is responsible to give ARE-1 Serial No.which is provide by Merchant exporter ?
