Regional Authorities may issue Free Sale and Commerce Certificates for any item not restricted or prohibited for export; certificates are normally valid for two years. Applications must follow Appendix 39-A and include a self certified Annexure A listing products with ITC (HS) codes, manufacturer/exporter details and regulatory licensing status. Appendix 39-A also prescribes firm, IEC and RCMC particulars and a series of declarations and undertakings confirming non-restriction under Schedule 2 of ITC (HS), compliance with FTP and FT(D&R) Act, absence of penalisation or caution-list status, and authorization to sign. Annexure B is the certificate format to be issued by the Regional Authority.

Verification mechanism for export obligation ensures monitoring and random checks to prevent misuse under duty exemption schemes.
Verification and monitoring procedures are mandated for EPCG, Advance Authorization, DFIA and Chapter 3 duty credit scrips under the Foreign Trade Policy. Customs authorities must ensure timely submission and random verification of installation certificates, address and shipping bills, accept Export Obligation Discharge Certificates absent adverse intelligence, and initiate revenue-protection action where certificates are not submitted. Directive instituting online transmission of Advance Authorization (DES), EPCG and DEPB export authorizations for nine specified ICD locations to Customs for processing. DEPB shipping bills from these ICDs must be filed mandatorily through Electronic Data Interchange (EDI). The Circular lists each new ICD with its UNLO code and commissionerate and directs electronic communication of authorizations to Customs to integrate issuance and Customs processing.

VKGUY benefit: admissible FOB value for exports under HS 0305 aligned with prior public notice guidance.
An amendment to Appendix 37A adds a note to VKGUY entry No. 6 (Table 1A) and entry No. 18 (Table 2) that, for claiming VKGUY benefits, the admissible FOB value for exports under ITC HS Code 0305 shall be the same as admissible under Public Notice No. 56/2009-14.

The Director General of Foreign Trade amends the Handbook of Procedure to update the Puducherry Regional Authority's office address and contact details and confirms its territorial jurisdiction to include Puducherry, Karaikal, Mahe, Yanam and specified adjoining districts of Tamil Nadu, issuing the change as a public notice under the Foreign Trade Policy.

Declaration requirement for EPCG license redemption: CA certified statements to prevent double counting of export obligations and penal consequences.
EPCG authorization redemption requires segregation of shipments: shipping bills counted for specific/additional export obligation must not be counted for average export obligation of the same or any other EPCG authorization, and shipments credited to average EO must not be used for specific/additional EO. Pending amendments to forms, applicants must submit two Chartered Accountant counter signed declarations certifying non overlap of shipments for specific/additional and average EOs; holders and CAs are accountable and subject to penal action if declarations are false or misleading.

Online transmission of export-import licences enables automatic availability of DGFT licences in Customs EDI for filing shipping bills and BOEs.
Operationalisation of online transmission makes licence/file numbers issued on or after 1 March 2009 automatically available in the ICES 1.5 EDI system for exporters and for importers where the port of registration is this port; exporters/importers must quote the licence/file number in shipping bills or bills of entry. Manual registration procedures continue to apply for licences issued on or up to 28 February 2009, with transitional steps specified for licences issued after 1 March 2009 but before implementation to permit verification and subsequent electronic registration.

Export obligation period: silk in any form now subject to six-month export obligation from customs clearance.
A new export obligation entry requires that silk in any form carry an export obligation of six months, calculated from the date of clearance of the first consignment by the customs authority; this entry is added immediately to the Appendix governing export obligation periods in the Handbook of Procedures.

Import authorisation for sports weapons: direct regional authority licensing allowed after NRAI recommendation, bypassing prior ministry routing.
The procedure now allows renowned shooters to obtain import licences for sports weapons directly from Regional Authorities after obtaining a recommendation from the National Rifle Association of India. RAs must send applications to the Association for comments, issue licences following those comments, and then forward a copy of the issued licence to the Association. Once the Association's written recommendation is received, there is no need to obtain approval from DGFT Headquarters.

DEPB entitlement withdrawn for cotton yarn exports; exporters must treat DEPB benefit as no longer available under the revised schedule.
Amendment withdraws entitlement to the Duty Entitlement Pass Book (DEPB) benefit for exports of cotton yarn, including melange yarn, in Textiles Product Group 89 by removing the DEPB entry that previously covered cotton yarn (Sl. No. 78) from the Schedule of DEPB Rates; the Director General of Foreign Trade effected the change under powers conferred by the Foreign Trade Policy and Handbook of Procedures, effective immediately and issued in the public interest.

DEPB rate amendment for dried fish products takes immediate effect, setting an export benefit per kilogram under trade policy.

EPCG licensees must submit an annual return in the prescribed format to report fulfilment of their Export Obligation; the report is used by the office when processing redemption requests. Exports used to satisfy the obligation of one EPCG licence cannot be applied to any other licence or to meet any average obligation of another licence.

Listing of supporting manufacturer permits co-licensee endorsement on SHIS duty credit scrip for eligible export sectors.
RAs shall accept and process SHIS applications manually until EDI is operational and issue SHIS duty credit scrips with endorsements: the Actual User Condition and an Imports Allowed limitation permitting use for customs duties on capital goods imports for sectors specified on the scrip, with restricted items usable only if the beneficiary holds a separate import license. Applicants may list supporting manufacturers using Annexure I with export document proof, and RAs will endorse listed supporting manufacturers as Co-Licensees; only sectors with actual exports should be endorsed.

Opening of Extension Counter: Indore office established to extend Joint DGFT Bhopal services and define territorial jurisdiction.
Amendment under paragraph 2.4 of the Foreign Trade Policy 2009-2014 revises Appendix 1 of the Handbook of Procedures (Vol. I) by updating S. No. 16 for the Joint Director General of Foreign Trade, Bhopal, and establishing an Extension Counter at Indore with specified address, contact details and territorial jurisdiction covering Madhya Pradesh except areas under the Deputy Director General of Foreign Trade, Nagpur.

EPCG Authorization Holders must submit to the concerned Regional Authority, by 30 April each year, a prescribed report on fulfillment of the export obligation showing licence/authorization number, stipulated obligation and export obligation fulfilled in domestic and foreign currency; non compliance may invite administrative action including denial of further authorizations.
