Duty Credit Scrips issued under the Target Plus Scheme (Para 3.7 - FTP RE2004/RE2005) and DFCE for Status Holders Scheme (Para 3.7.2.1(vi) - EXIM Policy RE2003) for the Marine Sector shall be automatically endorsed to permit import of the additional items listed in the Annexure, granting beneficiaries flexibility to use these scrips for specified inputs.

Import of sports weapons delegated to regional DGFT authorities, enabling licence issuance upon sports ministry recommendation.
Import of sports weapons by "Renowned Shooters" is a restricted activity requiring an ANF application to the concerned Regional Authority of DGFT with prescribed documents. The Regional Authority will seek comments from the Ministry of Sports and Youth Affairs and, upon receiving those comments, issue the licence directly and forward a copy of the licence to the Ministry; written recommendation from the Ministry obviates the need for DGFT Headquarters' approval.

Export obligation period revised for specified drugs and penicillin to commence from customs clearance of the first consignment.
Amendment to the Handbook of Procedures revises export obligation timing for specified drugs, including penicillin and its salts, so the obligation period runs from the date of customs clearance of the first consignment; this replaces earlier Appendix 30A entries and is issued under powers conferred by the Foreign Trade Policy by public notice dated 27 August 2009.

Import supply obligation revised to require a minimum share of precious metal imports be allocated for exporter supply.
Amendment revises Sl. No. 3(c) of Policy Circular No. 77 to impose a mandatory minimum portion of each nominated agency's precious metal imports that must be supplied to exporters, creating a direct supply obligation on nominated importers to allocate a defined share of their imports for exporter supply.

Notification of Handbook of Procedures under Foreign Trade Policy: DGFT brings the handbook into force, establishing procedural framework.
The Director General of Foreign Trade, exercising powers under paragraph 2.4 of the Foreign Trade Policy, 2009-14, notifies the Handbook of Procedures (Volume I) and its Appendices by Public Notice, thereby bringing the Handbook into force from 27th August, 2009 as published in the Gazette Extraordinary.

TRA issuance: Customs at Port of Registration must issue TRA to Customs at Port of Import for non registration ports.
Paragraph 4.19.2 is deleted and Paragraph 4.19.3 is amended: for imports from an Airport, Sea Port, ICD or LCS other than the Port of Registration, the TRA issuance rule requires the Customs Authority at the Port of Registration to issue a TRA to the Customs Authority at the Port of Import.

Import quota increase for rough marble blocks allows existing licence holders to apply for additional allocation under existing conditions.
Licence holders for rough marble blocks and slabs issued under Policy Circular No.13 (RE-08)/2004-2009 may apply to the concerned Regional Authority of DGFT to enhance their licence quantity by up to an additional 25 percent of the originally granted amount, and imports of the enhanced quantity remain subject to the same conditions applicable to the original licences.

Exemption from hazardous dye testing: imports for jobbing and re export exempted, subject to testing if retained domestically.
Imports of textile and textile articles imported for jobbing and re export under the customs re export facility are exempt from hazardous dye testing required by Para 11(i) of Chapter 1A of the ITC (HS) Classification. If such imported material is retained in the country after the export obligation, it becomes subject to hazardous dye testing by agencies notified under the relevant public notice and must comply with the testing regime.

Advance Authorisation for SCOMET items may be issued before licence, subject to duty payment and closure if licence delayed.
Advance Authorisation for export of SCOMET items may be issued before grant of a SCOMET licence at applicant's request, provided the authorisation contains a condition that if the SCOMET licence is not granted within four months the exporter will pay customs duty and applicable interest on imported goods and close the Advance Authorisation, and that the exporter furnishes a Letter of Undertaking.

Procedural amendment: deletion of 'and discounts, if any' from specified Handbook of Procedures provisions and ANF headings.
Deletion of the phrase 'and discounts, if any' is mandated wherever it appears in Para 3.23.11 and in the headings and references to modifications in ANF3C, ANF3D and ANF3E inserted by the earlier public notice, effecting a textual correction across those Handbook of Procedures provisions.

FOB valuation rule: computation of export entitlement excludes discounts but includes foreign agency commission under reward schemes.
FOB value for computation of entitlement under Chapter 3 reward schemes shall exclude discounts offered to foreign buyers and shall be inclusive of foreign agency commission, replacing the earlier instruction that FOB include both commissions and discounts.

Standard Input-Output Norms revised for stainless steel washers: updated raw-material input requirement for exports under trade policy.
Amendment to the Handbook of Procedures revises the Standard Input Output Norms SION entry C-888 to specify that the export item Stainless Steel Washers of different grade shall use stainless steel coils, plates, sheets, sheet cuttings and strips (prime and seconds) of relevant grade/thickness as the import input, and prescribes the corresponding input quantity ratio for use in export entitlement calculations.

Standard Input Output Norms updated for wire nails: higher wire rod input required to support export manufacturing.
Amendment to the Handbook of Procedures (Vol.2) revises the SION for Non Alloy Steel / Stainless Steel Wire Nails, specifying that the corresponding import input shall be relevant grade wire rod at an increased input output ratio to support the exported product.

EPCG export obligation reporting requirement: holders must file annual fulfillment reports by the extended deadline to trade authority.
Every EPCG authorization holder must submit an annual report on fulfillment of export obligations (both specific and average) as required by the Handbook of Procedure, Vol. I; following observed non submission by the prescribed annual date, the Zonal Joint Director General of Foreign Trade issued a Trade Notice directing all holders to submit the outstanding fulfillment reports by the further specified deadline and to comply with the reporting requirement.

Special Currency Basket value revision for deferred payment contracts, directing revised rupee conversion to apply to existing agreements.
Revision of the Indian Rupee conversion value for the Special Currency Basket applicable to deferred payment contracts concluded under the Deferred Payments Protocols of 30 April 1981 and 23 December 1985; the revised Rupee valuation set by the Reserve Bank of India is effective from the date specified in the notice and applies to all affected contracts between India and the former USSR.
