The detention record showed that the detenu was a history-sheeter with more than 30 cases and that his unlawful acts in land grabbing created terror, fear and insecurity among the public, discouraging people from purchasing land, building houses or complaining to the police. The incidents referred to in the grounds were not stale, and the material showed a direct nexus between the detenu's activities and the maintenance of public order.
Conclusion: The detention order was valid and the High Court was wrong in quashing it.
