<h1>Constitutional Amendment: Property Acquisition Requires Lawful Compensation; Non-Transfer Laws Exempt from Compulsory Acquisition. Article 31 Updates.</h1> Article 31 of the Constitution was amended to replace clause (2) with new provisions. The revised clause (2) stipulates that property can only be compulsorily acquired or requisitioned for a public purpose by law, which must provide for compensation. This law must either fix the compensation amount or specify the principles and manner for determining it, and cannot be challenged in court for inadequacy of compensation. Clause (2-A) clarifies that laws not transferring ownership or possession to the State or its entities do not constitute compulsory acquisition, even if they deprive someone of property.
