Protection of personal cultivation: State cannot acquire land within ceiling without compensation at not less than market value.

Amendment to Article 31-A bars State acquisition of land personally cultivated by a holder within applicable ceiling limits, including buildings and appurtenant structures, unless the acquisition law provides compensation not less than market value; it also redefines "estate" to include local land-tenure equivalents and expressly lists jagir, inam, muafi, janmam rights, ryotwari holdings and agricultural or ancillary lands such as waste, forest, pasture and sites occupied by cultivators and village artisans.
