31st Amendment Boosts Lok Sabha Seats, Adjusts Union Territories' Limits, and Exempts Small States from Certain Provisions
The Constitution (31st Amendment) Act, 1973, addresses the increase in the number of seats in the Lok Sabha due to the North-Eastern Areas (Reorganisation) Act, 1971. To maintain representation without reducing seats for any state, the amendment raises the maximum number of seats for states from 500 to 525 and reduces the limit for Union territories from 25 to 20. It also exempts states with populations under six million from certain provisions. Additionally, the amendment proposes changes to Article 330 and 332 to exclude predominantly tribal areas like Meghalaya, Arunachal Pradesh, and Mizoram from reservation requirements for Scheduled Tribes.
