<h1>SCOMET export controls require licences for listed items, mandatory DTA to SEZ reporting, and prior permission for foreign site visits.</h1> Exports of SCOMET-listed items require an export authorisation unless an entry permits otherwise; Chapter IVA of the FT(D&R) Act applies. DTA-to-SEZ supplies need no authorisation but must be reported to the SEZ Development Commissioner within one week and annually to DGFT. Physical export from SEZs requires export permission. Indian entities must obtain DGFT permission before entering arrangements allowing foreign site visits or access to records unless covered by applicable treaties. The Appendix classifies controls into Categories 0-8 with technical definitions, technology and software notes, and specific licensing or prohibition rules.
