<h1>India Amends Export Rules: Chloropicrin & Methyldiethanolamine Exports to CWC State Parties Allowed Without Authorization.</h1> The Central Government of India has amended Appendix 3 of Schedule-2 of the ITC (HS) Classification of Export and Import Items, 2018, under the Foreign Trade Policy 2015-2020. The amendments affect SCOMET entries 1C004 and 1C016, which are now reserved. A new SCOMET entry, 1E, permits the export of specified chemicals, Chloropicrin and Methyldiethanolamine, to State Parties of the Chemical Weapons Convention (CWC) without export authorization, provided exporters notify relevant authorities within 30 days. Exports to non-CWC State Parties remain restricted and require authorization and submission of an End-Use Certificate.
