<h1>Ammonium Nitrate Classified as Explosive u/s 17 of Explosives Act, 1884; New Regulations to Follow.</h1> The Central Government, under Section 17 of the Explosives Act, 1884, has declared that Ammonium Nitrate, with the chemical formula NH4 NO3, or any mixture containing more than 45% Ammonium Nitrate by weight, including emulsions, suspensions, melts, or gels, is classified as an explosive. This classification excludes fertilizers from which Ammonium Nitrate cannot be extracted by any physical or chemical process. The Explosives Rules, 2008, do not apply to these substances unless they are classified as explosives under those rules. Separate regulations will be established for Ammonium Nitrate under Sections 5 and 7 of the Explosives Act, 1884.
