Effective from April 1, 2007, to March 31, 2017, the scheme applies to new and substantially expanded manufacturing units, as well as specific service sectors like hotels, medical services, and vocational training institutes. Exclusions include certain industries listed in Annexure-I. The North Eastern Development Financial Corporation (NEDFi) is responsible for disbursing subsidies, with oversight by a High-Level Monitoring Committee.
