Summary: Seven States met the incremental capital expenditure target for Q2 2021-22 and were allowed additional open market borrowing equivalent to 0.5% of GSDP drawn from the 4% GSDP net borrowing ceiling. Access to this capital expenditure linked borrowing requires meeting staged targets (15% by Q1, 45% by Q2, 70% by Q3, 100% by year end). Two review rounds assessed expenditure to 30 September 2021 for 22 States, with further reviews planned in March and June 2022 to permit ceilings and adjust any shortfalls against 2022-23 borrowing.
Summary: The address announces two RBI initiatives: the Retail Direct Scheme to enable direct retail participation in the government securities market and broaden the investor base, promoting democratisation and financial inclusion; and the Integrated Ombudsman Scheme to merge existing ombudsman mechanisms for banks, NBFCs and payment providers into a single platform for faster, unified grievance redress and to strengthen consumer confidence in regulated financial services.
Summary: A federal consultation will align central and state authorities around a national investment promotion agenda by exchanging proposals to enhance the investment climate, streamline approvals and clearances, extend Ease of Doing Business reforms to Urban Local Bodies, and coordinate centre-state facilitation to attract inward capital and sustain growth.
Summary: Foreign Direct Investment expansion in India has accelerated, with targeted invitations to invest in Defence and Retail alongside established sectors. Summary: Revision of the IEPFA Claim Settlement Process rationalises documentary and procedural requirements under the IEPFA Rules, 2016. For claimants, the changes waive advance receipt, relax succession documentation criteria for physical and demat shares up to specified thresholds, replace notarisation with self attestation, and ease affidavits and surety needs. For companies, requirements for Unclaimed Suspense Account documentation are eased, acceptance of transmission documents is aligned with internal procedures, and the newspaper advertisement requirement for lost physical share certificates is relaxed within monetary limits. The adjustments endorse a trust based model to speed processing and increase claimant participation.
Summary: Atma Nirbhar Bharat frames engagement with the global economy from a position of strength by upscaling domestic manufacturing and quality through production-linked incentives across multiple sectors, while continuing multilateral free and fair trade and negotiating balanced free trade agreements to expand market access and employment.
Summary: An online multi stakeholder application for scheduling examination of import cargo at ICD Tughlakabad was launched to minimise physical interface and provide shared visibility among Customs, CONCOR, customs brokers and importers. Additional measures include a non intrusive baggage scanner for unaccompanied baggage and palletized cargo, blockchain and smart lock based GPS tracking of containerised cargo to monitor movement of non duty paid goods, and commencement of Customs clearance on Sundays and public holidays via issued public notices.
