      Summary: Mandates that the specified classes of companies file financial statements and related documents with the Registrar in e form AOC 4 XBRL; listed companies and their Indian subsidiaries, companies above prescribed paid up capital and turnover thresholds, and companies required to prepare accounts under Indian Accounting Standards must file using the notified taxonomies. Entities using Accounting Standards, 2006 use Annexure II taxonomy; Ind AS preparers use Annexure II A. NBFCs, housing finance companies and companies in banking and insurance are exempt. Annexure I (Form AOC 4 XBRL) and Annexure II A taxonomy are substituted/inserted.

      Summary: Exemption caps State tax on intra State taxable goods supplied to a registered recipient for export at a concessional rate, conditional on issuance of a tax invoice, export within the prescribed period, inclusion of supplier GSTIN and invoice number in export documentation, recipient registration with a recognised export body, an order placed for concessional procurement and notification to the supplier's tax officer, specified direct or warehouse movement and endorsed invoices and warehouse acknowledgements, and submission of shipping bills and export filing proof to the supplier and its jurisdictional tax officer.

      notifies the evidences which are required to be produced by the supplier of deemed export supplies for claiming refund.
      Summary: Notification requires suppliers of deemed export supplies to produce: an acknowledgement by the jurisdictional tax officer of the Advance Authorisation or Export Promotion Capital Goods Authorisation holder or a tax invoice signed by the recipient Export Oriented Unit confirming receipt; an undertaking by the recipient that no input tax credit has been availed on such supplies; and an undertaking by the recipient that it will not claim refund in respect of those supplies, enabling the supplier to claim the refund.

      The Madhya Pradesh Goods and Services Tax (Amendment) Rules, 2017
      Summary: Amendment to rule 89(1) allows refund applications for supplies regarded as deemed exports to be filed by the recipient or by the supplier where the recipient does not claim input tax credit and furnishes an undertaking permitting the supplier to claim the refund. Amendment to rule 96A(1)(a) permits extension of prescribed three-month periods by the Commissioner. FORM GST RFD-01 is revised by substituting Statement-2 for exports of services with tax and Statement-4 for supplies to SEZ units/developers, each prescribing integrated-tax and cess fields and debit/credit note adjustments.

      Summary: Notification under the Madhya Pradesh GST Act prescribes a state tax rate of 2.5 per cent on intra State supplies of food preparations in unit containers intended for free distribution to economically weaker sections under government approved programmes, applicable to goods classifiable under tariff items 19 or 21, conditional on the supplier producing within five months (or within an extended period allowed by the jurisdictional commissioner) a certificate from a Deputy Secretary level officer confirming free distribution; customs tariff interpretation rules apply.

      Summary: The notification amends table entries and definitions to expand recipients and exempt specific services: it substitutes an expanded reference for governmental authority, inserts exemptions for supply of services by a Government Entity to governments or specified persons against grants, adds exemptions for certain goods transport agency services to unregistered persons excluding listed institutional recipients, and for access to a road or bridge on annuity; revises the upfront amount entry for long-term leases of industrial or infrastructure plots by government-controlled development entities; and replaces definitions of Authority and Government Entity to reflect statutory or government-established bodies with predominant public participation.

      Risk Management and Inter-Bank Dealings – Simplified Hedging Facility
      Summary: The Simplified Hedging Facility permits resident and non resident entities (excluding individuals) to hedge exchange rate risk using permitted OTC and exchange traded currency derivatives under a streamlined regime. Each user appoints a Designated Bank to assess needs, set and monitor limits up to the facility cap (with discretionary extension), and report users and limits to a Trade Repository. OTC booking rules, rebooking, treatment of gains and losses, prohibition on concurrent hedging of the same exposures, annual certification by a senior finance officer, and TR based monitoring form the core operational and compliance mechanics.

      Summary: Revalidation of Authorisation/Duty Credit Scrip for non SCOMET items is allowed without fee for the period of delay or six months, whichever is less, where delays resulted from failure to transmit to the Customs server within fifteen working days, Customs server rejection with error code, or non decision on waiver of Bond/EODC despite timely complete application. Revalidation is from the date of endorsement; applicants must submit DGFT and Customs server screenshots to the RA within one month of final acceptance, and RAs must verify before revalidation.
