      Summary: The conference resolved numerous issues to promote certainty in assessment, uniformity of practice across jurisdictions, and clearer understanding of legal questions affecting manufacturers; these resolutions are intended to reduce litigation and improve ease of doing business, and the meeting identified areas where further business-process simplification is needed.
      Summary: Government approved sixteen FIPB-recommended Foreign Direct Investment (FDI) proposals totalling approximately Rs. 4,722 crore across sectors including pharmaceuticals, insurance, venture capital funds, construction, IT/ITES, broadcasting and services related to defence. Approvals covered fresh equity subscriptions, rights issue participation, private placements, merger-related share issuances, post-facto regularisation, deletion of prior conditions, LLP set-up permissions and increased foreign shareholding in select companies. The Government also deferred six proposals for further scrutiny and rejected eight others for non-compliance or incompatibility with policy; one proposal was not maintainable before FIPB.
      Summary: Interest income to non-resident investors from offshore rupee denominated bonds will attract a withholding tax at the rate of 5 percent treated as a final tax, mirroring the treatment for offshore dollar bonds. Capital gains resulting from rupee appreciation between issue and redemption, measured against the investor's foreign currency, are proposed to be exempted from capital gains tax by amendment in the Finance Bill, 2016.
      Summary: Reserve Bank of India published the Reference Rate for the US Dollar for October 29, 2015 and the prior day's corresponding rate, and, using that Reference Rate with middle cross currency quotes, provided derived exchange rates for the euro, pound sterling and Japanese yen against the rupee; the SDR Rupee rate is to be based on the Reference Rate.

      Seeks to to extend the validity of notification No 108/2010-Customs, dated the 6th October, 2010 for a further period of one year
      Summary: Extension of anti-dumping duty on Narrow Woven Fabric under heading 5806, originating in or exported from the People's Republic of China and Chinese Taipei, is effected by inserting a paragraph in Notification No. 108/2010-Customs to keep the notification in force up to and inclusive of the 5th day of October, 2016, following a continuation review and recommendation by the designated authority under the Customs Tariff Act and the relevant anti-dumping rules.

      Corrigendum – Notification No. 164/2015 [S.O. 1632(E)] dated 17th June, 2015
      Summary: Corrigendum to an earlier Income Tax notification amends the monetary figure stated in S.O. 1632(E) dated 17 June 2015 by substituting the originally published amount with a revised amount in the Gazette entry at the specified serial and column location, issued by the Department of Revenue to correct the published error.

      Corrigendum – Notification No. 44/2015 [S.O. 95(E)] dated 6th January, 2015
      Summary: The corrigendum amends the title and scope of the earlier notification by replacing the project description in paragraphs 1 and 6 with revised wording that increases the stated number of One Teacher Schools, tribal areas and the count of States, thereby expanding the declared coverage of the literacy project.

      No fresh permission/ renewal of permission to LOs of foreign law firms- Supreme Court’s directions
      Summary: RBI shall not grant fresh permission or renewals for Liaison Offices of foreign law firms following the Supreme Court's interim orders; existing permissions granted before those orders may continue if still in force. This prohibition remains until the policy is reviewed, including in light of the final disposal of the Supreme Court matter. Category I Authorised Dealer banks must notify their constituents, and the directions are issued within the Foreign Exchange Management Act framework and without prejudice to other legal permissions.

      Subscription to National Pension System by Non-Resident Indians (NRIs)
      Summary: NRIs may subscribe to the National Pension System administered by PFRDA through normal banking channels, subject to PFRDA eligibility. Subscriptions may be paid by inward remittance or from NRE/FCNR/NRO accounts, and annuity or accumulated savings are freely repatriable. AD Category I banks must inform customers. The RBI amended FEMA regulations accordingly and issued these directions under sections 10(4) and 11(1) of the FEMA, without prejudice to other required permissions.

      Merchandise Exports from India Scheme (MEIS)—Additions/amendments Table 2 [containing ITC (HS) code wise list of products with reward rates] of Appendix 3B
      Summary: Notification updates the MEIS reward schedule in Table 2 of Appendix 3B by adding 110 ITC(HS) lines, amending reward rates for numerous previously notified ITC(HS) lines across country groups A, B and C, and correcting descriptions for specified HS codes. All additions, rate amendments and description corrections are declared to have immediate effect and supersede earlier notified entries, thereby updating the country group based reward entitlements under the Merchandise Exports from India Scheme.
