Summary: The Model Goods and Services Tax framework will raise acquisition costs for residential buyers by applying GST to the full transaction price, including land, and by excluding construction supplies from Input Tax Credit relief. Developers cannot set off GST paid to contractors, converting deductible taxes into cost. Valuation rules further treat materials and developer-arranged services as part of the contractor's taxable supply, creating double taxation on inputs and a cascading tax burden that increases housing transaction tax incidence.

Summary: The unchanged "same as above" condition in Sr. No. 6 of the abatement notification now imports the expanded prohibition introduced by Sr. No. 5A, resulting in denial of CENVAT credit for inputs, capital goods and notably input services used by accommodation service providers; an amendment to Sr. No. 6 is recommended to restore prior entitlement to input service credit and avoid issuance of show cause notices.

Summary: The Model GST would treat many coaching and training activities as taxable while exempting government-provided education: Schedule IV exempts government-supplied services for pre-school to higher secondary, curriculum-based qualification education and approved vocational courses, but does not expressly exclude private coaching. Anticipated operational effects include higher effective tax rates, valuation issues for discounts and scholarships, multiple-state registration requirements, increased invoicing and returns, GST audits above turnover thresholds, and an easier input tax credit mechanism compared with current Cenvat rules.

Summary: The note proposes a four-slab multi-rate GST with essential food items zero-rated to prevent regressivity and slabs set to reflect current effective tax burdens, preserving revenue neutrality and limiting inflationary shocks. It also contrasts two compensation financing methods: funding via an additional GST levy, which would require a substantially larger gross tax due to revenue sharing and devolution, versus maintaining targeted cesses for a limited transition period to finance state compensation without imposing extra immediate burden on taxpayers.
Summary: One-time approval relaxes MIDH cost norms to permit import of specified apple planting material and four wire trellis systems for designated new and damaged orchards, sets maximum unit rates and cost-sharing between the Centre and beneficiaries, extends MIDH norm applicability through 2018-19 for the PM's J&K package, and phases central funding across three fiscal years as the major share of the horticulture component to support orchard establishment and restoration.
Summary: The Indian Gold Coin is promoted as a national branded sovereign gold offering available through MMTC outlets and select bank branches, uniquely hallmarked by the Bureau of Indian Standards for purity. It is 24 karat 999 fineness with positive tolerances, tamper proof packaging and anti counterfeit features. Minted domestically from gold sourced under the Gold Monetisation Scheme, the coin supports recycling through a transparent buy back mechanism and advances the government's Make in India objective to reduce reliance on gold imports.
Summary: Approval of a new Agreement on Trade, Commerce and Transit between India and Bhutan establishes a free trade regime and affirms duty-free transit for Bhutanese merchandise destined for third-country trade, preserving tariff exemptions and facilitation mechanisms while the prior Agreement was extended by diplomatic exchange pending the new agreement.
Summary: The Service Tax Department proposes an e-auction of an attached corporate Airbus A319 to recover alleged unpaid service tax, inviting global online bids through a selling agent and requiring pre-bid verification, acceptance of auction terms by successful bidders, and payment of an interest-free pre-bid Earnest Money Deposit in prescribed currencies by the specified deadline.
Summary: The Reserve Bank of India issued the reference rate for the US Dollar on October 27, 2016, and uses that USD reference rate together with middle rates of cross currency quotes to compute and publish exchange rates for other currencies against the Rupee; the SDR Rupee rate is derived from the published reference rate.
