Summary: The Finance Commission will examine Maharashtra's fiscal sustainability, noting compliance with FRBM deficit limits but a persistent revenue deficit driven by rigid revenue expenditures. It identifies declining trend growth in total and own-tax revenues, a low tax-to-GSDP ratio, and the need to address debt sustainability through higher revenue generation rather than expenditure contraction. The Commission will also assess decentralization progress, the skew in transfers toward rural local bodies, capital expenditure trends, and inter-regional socio-economic disparities affecting service delivery.
Summary: India's April-August 2018-19 external trade shows higher exports and faster growing imports, with oil imports and non oil import growth driving an enlarged merchandise trade deficit; services trade is provisionally positive but overall trade deficit estimates are tentative pending RBI revisions to services data.

Tariff Notification in respect of Fixation of Tariff Value of Edible Oils, Brass Scrap, Poppy Seeds, Areca Nut, Gold and Sliver- Reg.
Summary: The notification amends the principal customs non-tariff notification by substituting TABLE-1, TABLE-2 and TABLE-3 to fix explicit tariff values for specified imported goods. It lists updated US dollar reference values per metric tonne for edible oils, brass scrap, poppy seeds and areca nuts, and provides reference values for gold (per ten grams) and silver (per kilogram) where certain notification concessions are availed, thereby updating the customs reference-price framework for valuation and administrative compliance.
