      APGST Act, 2017- To exempt the registered person whose aggregate turnover in the financial year 2023-24 is up to two crore rupees, from fling annual return for the said financial year
      Summary: Exemption from filing the annual return is granted to registered persons whose aggregate turnover in the financial year 2023-24 is up to two crore rupees under the Andhra Pradesh Goods and Services Tax Act, 2017. The exemption is issued by the Chief Commissioner in exercise of the power under the first proviso to section 44, acting on the recommendations of the Goods and Services Tax Council.

      Institutional mechanism by Asset Management Companies for identification and deterrence of potential market abuse including front-running and fraudulent transactions in securities
      Summary: AMCs must implement an institutional mechanism to identify and deter market abuse, including front running and fraudulent transactions, combining alert based surveillance, internal controls and escalation processes. Accountability lies with the CEO/MD (or equivalent) and Chief Compliance Officer. Procedures must provide for timely alert generation and processing, review of recorded communications, access logs and CCTV, board approved SOPs, personnel actions on suspicious activity, an escalation route to board and trustees, a documented whistle blower policy and periodic system reviews. Exchanges and depositories shall enable data sharing; AMCs must report examined alerts and actions in the Compliance Test Report and Half yearly Trustee Report.

      TRADE CIRCULAR No. 16/2024 - dated 8-7-2024
      Clarification on time of supply of services of spectrum usage and other similar services under GST.
      Summary: For spectrum allocation services treated as continuous supply of services, GST on reverse charge is payable when payment is made or becomes due, whichever is earlier. Frequency Assignment Letters are contractual bid-acceptance documents and not tax invoices for the sixty-day rule. Where instalment due dates are ascertainable from the contract, tax invoices must be issued on or before each due date, so GST for upfront payment arises on payment or when due, and for deferred instalments arises as and when each instalment is due or paid.

      Clarification on taxability of salvage/ wreck value earmarked in the claim assessment of the damage caused to the motor vehicle
      Summary: Where an insurance contract provides for deduction of salvage/wreck value from the claim (deductible), ownership of the wreckage remains with the insured and the insurer has no GST liability on that deducted value; however, if the insurer settles the full insured declared value without deducting salvage, the salvage vests in the insurer and the insurer must discharge GST on disposal or sale of the salvage.
