      Summary: A distinct streamlined legislative framework - a Private Limited Companies Act - is proposed to simplify incorporation, governance, disclosure and filing obligations for closely held private limited companies that are financed by family and associates. Because such companies do not solicit public funds, regulatory burdens and the number of regulators should be reduced, and financial-regulator interventions aimed at public fundraising should be limited to entities that actually raise capital from the public.

      Summary: Rule 9 of the Cenvat Credit Rules permits taking credit on invoices issued by input service providers, and its proviso allows the Assistant/Deputy Commissioner to admit credit even if an invoice lacks particulars, including signature, where the goods or services have been received and accounted for. The Information Technology Act recognises electronic signatures as satisfying signature requirements.       Summary: Amendment adds a proviso to Regulation 6 requiring that when the Commission increases remuneration for categories of experts and professionals by amending Schedule III, the identical amount of increase shall also be applied to existing experts and professionals, including research associates; 'existing remuneration' means the lump sum monthly remuneration received by such incumbents, including increment(s) upon renewal of contract(s), if any, and substitutes Schedule III with a five level remuneration structure providing lump sum monthly pay and annual percentage increases.

It requires timely follow up, accountability for inaction, and that limited resources be deployed only for litigation that promises tangible benefit.
