      Summary: A state-level quality mission forms a collaborative framework between the Government of Odisha and the Quality Council of India with industry partners to embed continuous, measurable quality improvements across sectors. The programme emphasises accreditation, standards, gap analysis and implementation support via QCI's constituent boards and the National Board for Quality Promotion, and advances focused interventions in enterprise quality programmes such as ZED, LEAN and ONDC to operationalise quality assurance within governance and public services.
      Summary: Re issue auctions are announced for three Government securities, two using the uniform price method and one using the multiple price method, with the Government able to retain additional subscriptions. Up to 5% of each notified amount is reserved for non competitive bidders under the Scheme. Auctions will be conducted electronically on the RBI E Kuber system with specified submission windows for non competitive and competitive bids; results and settlement follow the announced schedule. The securities will be eligible for when issued trading in line with RBI guidelines.
      Summary: The Special Assistance to States for Capital Investment 2023-24 provides long term interest free loans to accelerate state capital expenditure. Allocations combine a principal distribution among States based on central tax devolution with sector specific and reform linked tranches supporting infrastructure sectors (health, education, irrigation, water supply, power, roads, bridges, railways), State shares in central schemes, urban planning and finance reforms, vehicle scrappage incentives, police housing, Unity Mall construction, and Panchayat digital libraries to expedite project implementation.
      Summary: G20 Infrastructure cooperation will convene in Rishikesh from 26 to 28 June 2023 to advance the 2023 Infrastructure Agenda under the Indian Presidency, with 63 delegates pursuing progress on promoting infrastructure as an asset class, mobilising innovative finance, and aligning workstream outcomes with G20 Finance Track priorities.       Format for Annual Secretarial Compliance Report for InvITs
      Summary: The investment manager must appoint a practicing company secretary to examine compliance with applicable SEBI statutes, regulations, circulars and guidelines and prepare an annual secretarial compliance report in the prescribed format. The report must be filed with stock exchanges and annexed to the InvIT's annual report within sixty days of year end, disclose deviations, records maintained, any regulatory actions, and prior observations with actions taken, while stock exchanges will monitor compliance.

      Format for Annual Secretarial Compliance Report for REITs
      Summary: SEBI requires the Manager of a REIT to appoint a practicing company secretary to examine compliance with applicable SEBI regulations and to produce an annual secretarial compliance report in the prescribed Annex A format. The Manager must file the report with stock exchanges within sixty days of the financial year end, annex it to the REIT's annual report, provide access to required documents and records for examination, and monitor corrective actions; stock exchanges will monitor compliance. The requirement is effective from the financial year 2023 24.

      Investor Service Centres of Stock Exchanges
      Summary: Investor Service Centres shall be maintained or expanded by stock exchanges, singly or jointly, to provide minimum facilities enabling investor information access, complaint lodging and dispute resolution. Facilities required include regional newspapers, internet-enabled computers, physical and electronic complaint receipt with a dedicated staff member, facilitation desks for grievance and arbitration applications, video-enabled arbitration access, meeting space, office infrastructure, a legal and educational library, and visitor records. Complaint status must be maintained electronically.

      Format of Compliance Report on Governance for InvITs
      Summary: Regulation 26K mandates the investment manager of an InvIT to submit a quarterly compliance report on governance to recognised stock exchanges within twenty-one days of quarter-end, signed by the compliance officer or CEO. SEBI prescribes three formats-Annex I (quarterly), Annex II (annual website and regulatory disclosures), and Annex III (annual affirmations)-detailing board and committee composition, meeting records, affirmations on compliance with InvIT Regulations, website disclosures, and annual attestations. Reports must be filed on time, included in the InvIT's annual report, and will be monitored by stock exchanges; effective from financial year 2023-24.

      Format of Compliance Report on Governance for REITs
      Summary: Managers of REITs must submit a Compliance Report on Governance in prescribed Annex formats: Annex I quarterly within twenty-one days of each quarter end, Annex II annually within twenty-one days of the financial year end, and Annex III within three months of the financial year end; reports must be signed by the compliance officer or CEO and are to be filed with stock exchanges and included in the REIT's annual report.

      Trading supported by Blocked Amount in Secondary Market - to protect the interests of investors in securities and to promote the development of, and to regulate the securities market.
      Summary: SEBI introduces a supplementary UPI block facility allowing investors to block funds in favour of the clearing corporation for use as cash collateral and settlement without transferring funds to members. The CC will debit these blocks for client-level obligations, settlement follows two pay-in rounds and one pay-out with direct client pay-outs for compliant UPI-block clients, shortages are managed by debiting blocks or devolving residuals to clearing members, and securities collateral remains via pledge/re-pledge of approved instruments.

      Master Circular on (i) Scheme of Arrangement by Listed Entities and (ii) Relaxation under Sub- rule (7) of rule 19 of the Securities Contracts (Regulation) Rules, 1957
      Summary: This Master Circular consolidates SEBI requirements for a Scheme of Arrangement and procedures for seeking relaxation under Sub rule (7) of rule 19 SCRR. It mandates pre filing with a designated stock exchange of the draft scheme and specified documents including valuation reports, fairness opinion, auditor's certificate, compliance and complaints reports, and creditor NOCs; requires web disclosure and public shareholder e voting protections where shareholding or related party interests change; sets valuation, accounting and lock in conditions for schemes involving unlisted entities; and prescribes eligibility and additional conditions for listing without an IPO and for listing non convertible instruments.

      Summary: Examination of export goods at CWC Distripark (Conex) CFS will operate in two shifts with officers available 9 AM-9 PM (shifts 9 AM-5 PM and 1 PM-9 PM) to carry out regular customs clearances for all types of Shipping Bills; shipping bill registration is allowed from 9 AM-8 PM.

      Mandatory additional qualifiers in import/export declarations in respect of certain products wef 1.7.2023 -reg
      Summary: Importers must declare the IUPAC name and CAS number of constituent chemicals for goods under chapters 28, 29, 32, 38 and 39 in the Bill of Entry; exporters must declare medicinal plant name (chapter 12), formulation name (chapter 30) and surface material contacting chemicals (chapter 84) in Shipping Bills. These additional qualifiers, in formats set out in Annexures 1 and 2, are mandatory and additive to existing declarations for filings on or after 01.07.2023.

      AEO programme digitization - Ease of doing business- Dispensing with physical submission of documents for AEO applications-Reg.
      Summary: Dispensing with physical documents, the AEO programme now mandates online registration and electronic submission of all annexures and supporting documents for AEO-T1, AEO-T2, AEO-T3 and AEO-LO applications via the CBIC web portal; the upgraded portal supports real time monitoring, deficiency responses through online uploads and digital certification, applicants must use the step wise guides on CBIC and AEO India sites, earlier Circular 33/2016 is modified, and the Public Notice operates as a standing order for AEO Cell staff.

      Implementation of Hon’ble Supreme Court's directions as per judgment dated 28.04.2023 in matter of Civil Appeal No. 290 of 2023 relating to ‘pre-Import condition’-reg.
      Summary: Imports failing the pre-import condition under the Advance Authorization scheme are liable for IGST and Compensation Cess; affected importers may apply to the jurisdictional commissioner for refund or input tax credit, subject to case-by-case examination. Ports must permit reassessment by cancelling the Out-of-Charge on the Bill of Entry, accept payment against an electronic Customs EDI challan, and create a notional OOC to transmit IGST and cess details to GSTN, enabling ITC subject to CGST eligibility and refund provisions.
