      By: DR.MARIAPPAN GOVINDARAJAN
Summary: A marriage contracted during the subsistence of a living spouse is void and does not create the legal status of wife; the death of the first wife does not retrospectively validate the second marriage. Family pension entitlement is confined to the person who holds the status of surviving spouse (widow), and administrative payment of other retirement benefits to a second wife with legal heirs' consent does not confer entitlement to family pension.

Summary: Power to arrest is conferred by authorising the Commissioner of Central Excise to empower officers not below Superintendent to arrest persons for specified service tax offences where there is reason to believe an offence has been committed; arrests must follow the Code of Criminal Procedure, officers must inform grounds and produce the arrested person before a magistrate within twenty four hours for cognizable offences, and Assistant or Deputy Commissioners may grant bail in non cognizable bailable cases with powers equivalent to an officer in charge of a police station.

Summary: The Government authorised excise duty-free sale of goods manufactured in India to international passengers and crew arriving and to passengers departing at Duty Free Shops in airport arrival and departure halls, subject to the overall baggage allowance under the Baggage Rules, 1998. Directions permit removal of indigenous goods from factories without payment of duty for delivery to DFS godowns or retail outlets and set related procedural requirements. Arriving passengers or crew may choose duty-free imported or duty-free indigenous goods within their permissible baggage allowance.
Summary: Shri Shashi Kant Sharma assumed the constitutional office of Comptroller and Auditor General after taking the oath of office and secrecy administered by the President, with formal reception by the Deputy CAG. He is a career IAS officer who most recently served as Defence Secretary and previously held senior central and state administrative and financial positions, and holds postgraduate degrees in Administrative Science and Political Science.
Summary: The Government revised Market Development Assistance to remove the upper eligibility ceiling for Latin America and raised the exporter eligibility threshold, increasing financial assistance ceilings for regional trade fairs and exhibitions and providing enhanced funding for large international events and Export Promotion Councils to support targeted export promotion and market diversification.
Summary: Quantitative easing abroad is not material to India's macroeconomic condition; domestic indicators show falling inflation and copious foreign capital inflows supporting market stability. The Finance Minister reports budgetary provisioning and transfers to meet petroleum subsidy requirements and expects the oil subsidy burden for the year to be contained within available resources, with no additional claims anticipated beyond planned transfers and upstream contributions.
Summary: Views were divided on monetary policy: three external Members recommended reducing the policy repo rate (with some favouring CRR or SLR cuts and OMOs to improve liquidity and credit transmission) on grounds of weak aggregate demand and softer inflation expectations; four Members recommended keeping the policy rate unchanged, citing structural impediments to investment, fiscal fragility and high current account deficit risks which, together with inadequate transmission of past rate cuts, limit the potential effectiveness of further easing.
Summary: Exporters of Active Pharmaceutical Ingredients must obtain a written confirmation from a nominated national authority that the API and its manufacturing facility comply with EU GMP and are subject to equivalent GMP control and enforcement. The authority will require a prescribed application, document completeness checks, inspection where appropriate, and will communicate any non compliance to the EU. Satisfactory applications are processed within an administrative timetable and issued confirmations carry a defined multi year validity.
Summary: Reserve Bank's conference addressed State fiscal challenges from larger market borrowings, inflation risks and banks' excess SLR, urging States to improve cash management, fiscal information dissemination and expenditure compression. RBI will study sub national debt sustainability. States were tasked with removing supply constraints to manage inflation, coordinating surveillance on financial inclusion and illicit deposit schemes, and implementing operational measures including borrowing projections, cash flow forecasting, strengthening of Consolidated Sinking Fund/Guarantee Redemption Fund and migration of receipts/payments to electronic mode.
Summary: The proposed Indian Financial Code is presented as a non-sectoral, principle-based consolidation designed to remedy fragmented, piecemeal financial sector legislation by clarifying objectives and powers and establishing accountability mechanisms; successful adoption requires harmonisation of subordinate regulations, contemporaneous system-wide legislative change, and substantial capacity building and training to manage transition and implementation.
