      Foreign Exchange Management (Non-debt Instruments) Amendment Rules, 2020.
      Summary: The amendment requires that any investor or beneficial owner who is a citizen of, situated in, or an entity of a country sharing a land border with India may invest in India only with Government approval; a citizen or entity of Pakistan may invest only under the Government route outside sectors already prohibited for foreign investment; and any transfer of ownership that results in beneficial ownership falling within these restrictions likewise requires Government approval.

      449-F.T. - dated - 3-4-2020 - West Bengal SGST
      Seeks to amend notification No. 1/2017-Central Tax (Rate)/1125-F.T. to prescribe change in CGST/WBGST rate of goods.
      Summary: Notification amends prior GST rate schedules by omitting a serial from the 2.5% schedule, inserting tariff heading 3605 00 10 as a new entry under the 6% schedule and omitting two other 6% entries, and by removing one 9% serial and substituting the description of another 9% serial with "All goods"; the amendments are effective from 1 April 2020.

      Seeks to amend Notification No. 11/2017-Central Tax (Rate)/1135-F.T. dt. 28.06.2017 reducing CGST rate on Maintenance, Repair and Overhaul (MRO) services in respect of aircraft from 18% to 5% with full ITC
      Summary: Inserts item (ia) into the Table against serial number 25 to cover maintenance, repair or overhaul services in respect of aircraft, aircraft engines and other aircraft components or parts, specifying the applicable West Bengal SGST rate and linking the new item to the existing sub-item structure; the amendment is effective from 1st April, 2020 and modifies notification No.1135-F.T., dated 28th June, 2017.

      Verification of identity by reporting entity
      Summary: Notification authorises specified securities market reporting entities to undertake Aadhaar authentication service for identity verification under section 11A of the Prevention of Money laundering Act, 2002, following satisfaction that those entities comply with privacy and security standards under the Aadhaar Act and after consultation with the Unique Identification Authority and the regulatory authority.

      Relaxation in Regulation 24(i)(f) of the SEBI (Buy-back of Securities) Regulations, 2018 due to the COVID 19 pandemic
      Summary: Relaxation of the buy-back restriction period temporarily reads the period in Regulation 24(i)(f) of the Buy-back Regulations as six months instead of one year to enable quicker access to capital after a buy-back; the relaxation is effective immediately, must be notified by stock exchanges to stakeholders and published on their websites, and is issued under statutory regulatory powers.

      Review of provisions of the circular dated September 24, 2019 issued under SEBI (Mutual Funds) Regulations, 1996 due to the COVID - 19 pandemic and moratorium permitted by RBI.
      Summary: Valuation agencies appointed by AMFI may, after assessment, refrain from treating delays in payment of interest or principal or extensions of maturity as a default if such delays arose solely from the COVID 19 lockdown and/or the RBI permitted moratorium; where two agencies differ, the conservative valuation shall be accepted, and this modification applies only for the RBI moratorium period while AMCs remain responsible for fair valuation under the Principles of Fair Valuation.

      Policy Circular No. 35/2015-20 - dated 23-4-2020
      Procedural details pursuant to Notification No. 57/2015-20 dated 31.03.2020 and Public Notice 67/2015-20 dated 31.03.2020- Extensions in Import Validity period and Export obligation period in Advance authorizations/DFIA
      Summary: Procedural instructions implement a six month extension of import validity period and export obligation (EO) period for existing Advance Authorizations and DFIAs. NIC/DGFT will bulk update eligible electronic authorisations in ICEGATE/Customs and RAs must run an update script locally; exporters with missing updates may request RA amendments by email/letter. Where prior revalidation exists or authorisations are physical (non EDI), exporters must submit amendment requests or present documents physically and RAs will verify eligibility and endorse revalidation/EO extensions on local servers.
