      Summary: The Task Force assembled inputs from State Task Forces and experts to prepare a national roadmap, focusing on four themes: poverty measurement and beneficiary identification including SECC-2011 data and tracking progress; employment-intensive growth to expand jobs; improving anti-poverty program effectiveness via technology and the JAM trinity; and identifying state innovations for replication. States agreed that the poverty line should track progress, not determine beneficiary eligibility, and urged measures such as a common MIS for rural schemes, attention to education quality, and watershed and water availability interventions.
      Summary: The Reserve Bank of India publishes a Reference Rate for the US Dollar as the benchmark for rupee conversions and compares it with the prior day, and, using that USD reference together with middle cross currency quotes, furnishes derived exchange rates for the euro, British pound and Japanese yen; the SDR rupee rate is stated to be based on this reference rate.

      Seeks to impose definitive anti-dumping duty on Barium Carbonate originating in or exported from China PR for a period of five years
      Summary: Imposition of anti-dumping duty on barium carbonate (tariff item 2836 60 00) originating in or exported from the People's Republic of China following findings of continued dumping and injury; differentiated duties specified per metric tonne-a designated lower rate for specified producer/exporter and a higher rate for all other combinations. Duty payable in Indian currency, effective for five years from publication unless earlier changed; exchange rate for duty calculation to be as per government notifications with the relevant date as the bill of entry presentation. The notification was later limited by an inserted provision and subsequently rescinded by a later notification.

      Summary: Administrative correction to a sector-specific services SEZ notification instructs that the developer name recorded in the original notification be read as the newly named corporate developer in place of the previously named entity, thereby updating the public record and the developer designation for the specified SEZ locations without changing the SEZ's sectoral description or other operative terms.

      Guidelines on Investment Advisory Services offered by Banks21/04/2016
      Summary: Banks are prohibited from providing Investment Advisory Services departmentally; such services must be offered only through a separate subsidiary or an existing subsidiary maintained at arm's length. Sponsor banks must obtain prior regulatory approval before using or creating a subsidiary for this purpose, and all bank sponsored subsidiaries offering investment advice must register with SEBI and comply with SEBI (Investment Advisors) Regulations while restricting advice to products banks are permitted to deal in and adhering to applicable KYC/AML/CFT requirements.

      Issue and Pricing of shares by Private Sector Banks, Directions, 2016
      Summary: The Directions grant general permission to private sector banks to issue shares by public issues, private placements, rights issues and bonus issues, subject to compliance with FEMA, foreign investment policy, SEBI guidelines and the Companies Act; corporate approvals must be obtained. Pricing must follow SEBI formula for listed banks and Companies Act rules for unlisted banks. Allotments triggering threshold holdings require prior regulatory approval and post-allotment reporting of issue details, allottee names and post-allotment shareholding to the regulator in the prescribed format.

      Amalgamation of Private Sector Banks, Directions, 2016
      Summary: These Directions establish the Reserve Bank's framework for voluntary amalgamation of private sector banks and NBFC bank amalgamations, requiring board approval by a two thirds majority of total board membership, shareholder approval by two thirds in value of votes cast, comprehensive due diligence, independent valuation and fair swap ratios, submission of detailed financials and valuer reports, scrutiny of capital adequacy and shareholding concentration, prior Reserve Bank sanction for NBFC amalgamations before Tribunal submission, and provision for dissenting shareholders to claim value as determined by the Reserve Bank.

      Summary: A Sub Committee is constituted to examine the imposition of Central Excise duty on jewellery, naming a chair and four members with trade representatives to be decided in consultation with the Chair. Its terms of reference include defining compliance procedures, records to be maintained, operating procedures and other relevant implementation issues. Associations may submit written representations and all India associations may appear in person; communications are to be sent to the High Level Committee office or the specified e mail.
