Summary: Rajya Sabha passed four central GST enactments enabling a national GST framework. Practitioners raised operative questions under the CGST framework: necessity of C forms for inter state purchases; inclusion in taxable value of amounts incurred by recipients; treatment of free supplies; the plant and machinery carve outs affecting input tax credit for construction related supplies; and the compliance rule requiring reversal of input tax credit where payment to the supplier is not made within a prescribed period, including practical issues arising from debit notes and invoice adjustments.

Summary: Implementation in India under the Smart Cities Mission channels central support to city-level Special Purpose Vehicles (SPVs) incorporated as limited companies under the Companies Act, 2013. SPVs, jointly promoted by State/UT and Urban Local Bodies with equal shareholding, are vested with planning, appraisal, fund release, procurement, project execution (including PPPs and joint ventures), revenue mobilisation, user charge and tax collection (as authorised by the ULB), and monitoring responsibilities, and must secure dedicated revenue streams to ensure financial sustainability.

Summary: Concerted enforcement intensified anti tax evasion and anti money laundering action with widespread searches, prosecutions, arrests and asset attachments; the Benami prohibition was made operational by amendment enabling identification and provisional attachment of benami properties; laws and rules were tightened to curb cash transactions and strengthen penal consequences, while coordinated measures targeted shell companies through investigations and strike off notices, supported by an inter departmental monitoring group.
Summary: SEBI's framework under the SEBI (Mutual Funds) Regulations, 1996 requires scheme-wise segregation of accounts and separate books for each scheme; appointment of a custodian for custody of securities; detailed offer document disclosures on asset allocation, strategies and risks; board-level due diligence and reporting for investments in unlisted/private/unrated/NPA or related-party transactions; monthly portfolio disclosure online and half-yearly newspaper publication; periodic and theme-based inspections by SEBI-appointed auditors; and registration-based sponsorship and distributor empanelment requirements for public sector banks.
Summary: Rupee appreciation in February-March 2017 followed significant capital inflows-both portfolio and FDI-with net capital inflows more than covering the current account deficit and increasing foreign exchange reserves. Net foreign investment inflows were sizable in 2016-17 and FII flows recovered since February after an earlier negative phase; FDI inflows remained robust. The strengthening of the rupee is attributed to investor confidence arising from favourable growth prospects and stable macroeconomic fundamentals such as low inflation, a contained current account deficit and adequate forex reserves.
Summary: To strengthen recovery adjudication and accelerate resolution of defaulted loans, the RDDB&FI and SARFAESI regimes were amended by the Enforcement of Security Interest and Recovery of Debts Laws & Miscellaneous Provisions (Amendment) Act, 2016; six additional Debts Recovery Tribunals were established, bringing the total to thirty-nine, and IT infrastructure across DRTs was upgraded to support case management and disposition.
Summary: To check price volatility and ensure supply of essentials the Government increased allocations to a Price Stabilization Fund, created buffer stocks of pulses through procurement and imports, raised Minimum Support Prices to incentivise production, advised States/UTs to take action against hoarding and black marketing under the Essential Commodities Act and the Prevention of Black marketing Act, imposed an export duty on sugar, and reduced import duties on potatoes, wheat and palm oil.
Summary: CSR obligations under the Companies Act do not apply to most Public Sector Banks; IDBI and BMB have reported specific CSR allocations. Banks may make voluntary contributions or donations in a financial year subject to Board approval and regulatory guidance requiring plans for sustainable development and ongoing review. Loss-making banks face a constrained donation allowance; all CSR spending by banks is voluntary and governed by each bank's CSR policy, focus areas and budget.
Summary: NBFC interest rates are generally deregulated, with a cap only for NBFC MFIs; the RBI's Fair Practices Code requires NBFC Boards to adopt an interest rate model based on cost of funds, margin and risk premium, determine borrower category rates, and disclose the rationale and gradations of risk to borrowers in the application form and sanction letter to ensure transparency.
Summary: Central funding to the Indian Institute of Corporate Affairs declined over three financial years as the Institute's increased revenue generation reduced its requirement for Government support. The Government aims to make the Institute self-sustainable through revenue-driven activities such as capacity-building programmes, research, and advisory services in company law, the Insolvency and Bankruptcy Code, corporate governance, competition law, corporate data management, and CSR training.
Summary: The Competition Commission of India found contraventions of the Competition Act in 24 matters over three years and imposed penalties under the Act's enforcement provisions for entering into anti-competitive agreements. The cases comprised cartels, collective boycotts/refusals to deal and bid rigging across multiple sectors-pharmaceuticals, chemists' associations, film distribution and exhibition, sugar and jute associations, cement supply to state procurement, port and stevedoring services, airlines, transport bodies, ordnance suppliers and public sector insurance procurement. The Commission applies a relevant market analysis rather than state wise treatment and initiated several suo motu investigations.
Summary: The press release provides administrative data on foreign companies operating in India, including the total and State/UT wise number of active foreign companies, State/UT wise counts of foreign company registrations across recent financial years, and amounts collected from foreign companies through registration and service fees, with current year figures reported to a specified cut off date.
