      Summary: The Indian IP Panorama is an online portal adapted from WIPO's IP Panorama toolkit to raise IP awareness and guide SMEs, start ups and researchers in the ICTE sector. It is customised to Indian laws and contains five modules: Importance of IP for SMEs, Trademark, Industrial Design, Invention and Patent, and Patent Information. Developed by C DAC under DeitY and DIPP with the Indian IP office, its release coincides with a WIPO funded IIM Bangalore report on Madrid System use to help industry pursue international trademark registration.
      Summary: External debt at end December 2015 was US$ 480.2 billion, rising over end March 2015 primarily due to increases in long term debt-notably commercial borrowings and NRI deposits-while short term debt declined.       Companies (Indian Accounting Standards) (Amendment) Rules, 2016
      Summary: The amendment expands Ind AS applicability by defining NBFCs and imposing a phased adoption timetable for NBFCs and their group entities based on net worth and listing status, prescribes net worth calculation from specified audited stand alone statements, and provides consolidation guidance where group entities apply different accounting frameworks. It requires banking and insurance groups to follow regulator notified Ind AS variants and inserts comprehensive transitional, measurement and disclosure amendments across multiple Ind ASs including Ind AS 101, 109, 110, 11 and 18.

      Foreign Exchange Management (Transfer or Issue of Security by a Person Resident outside India) (Fifth Amendment) Regulations, 2016
      Summary: Amendment revises the Schedule to permit foreign investment in specified insurance entities up to a 49% foreign equity cap on the automatic route. Covered entities include Insurance Companies, Brokers, Third Party Administrators, Surveyors and Loss Assessors, and other IRDAI-appointed intermediaries. The investment is subject to IRDAI approval/verification, compliance with the Insurance Act, licence requirements, Indian ownership and control criteria, FEMA and SEBI portfolio investment provisions, RBI pricing guidelines for any increase, and applicability of certain banking-sector provisions to bank-promoted insurance companies.

      Import of Rough, Cut and Polished Diamonds
      Summary: Authorised Dealer Category I banks may approve extensions of clean credit for import of rough, cut and polished diamonds beyond 180 days where satisfied of genuineness, absence of interest on the extended period, and that delays arise from financial difficulty or quality disputes; extensions are not permitted if the importer is under investigation or a frequent offender. AD banks may allow additional time up to 180 days beyond the prescribed due date, must refer cases exceeding that to the Reserve Bank Regional Office, and file half yearly customer wise reports while complying with KYC and AML obligations.
