      Summary: Sustainability of initiatives for women's empowerment is the principal challenge, requiring conversion of short term momentum into durable programmatic outcomes through sustained funding, institutional support and monitoring. Economic programmes - including entrepreneurship supports, cleaner energy access and financial inclusion - advance women's economic empowerment but must be complemented by concurrent non economic measures such as safety and legal protections to secure holistic and lasting benefits.
      Summary: Gross borrowings in April-December FY17 were Rs. 5,02,000 crore (83.7% of BE) and net market borrowings Rs. 3,62,012 crore (85.1% of BE). Q3 issuances totalled Rs. 1,61,000 crore (11 auctions; five new securities), with weighted average maturity 15.59 years and weighted average yield 6.78%. Secondary market yields declined and outright turnover fell by 11.87% QoQ.

      Central Government directs that the service tax payable on services by the operators of Common Effluent Treatment Plant, under section 66B of the Finance Act, 1994 but for the said practice, during the said period, shall not be required to be paid
      Summary: The Central Government, satisfied that a generally prevalent practice led to non-levy of service tax on services by operators of Common Effluent Treatment Plants for effluent treatment during the period from 1 July 2012 to 31 March 2015, directs that the service tax payable on those services shall not be required to be paid for that period under the powers conferred by the Central Excise Act and the Finance Act.

      Summary: When an IEC holder seeks modification of Head Office or Registered Office address involving a jurisdictional RA shift, the request must be made to the new RA into whose jurisdiction the applicant is relocating. The new RA will examine submitted documents, amend the IEC as appropriate, allow the applicant to carry out necessary functions and apply for eligible benefits under the Foreign Trade Policy, and separately inform the RA that originally issued the IEC of the changes made.
