Summary: CBEC Circular No. 967/01/2013 rescinded earlier guidance and required recovery of confirmed excise demands where stay applications are not disposed within prescribed timeframes-thirty days before Commissioner (Appeals) and CESTAT and immediately for High Court and Supreme Court petitions in the absence of a stay. The Andhra Pradesh High Court issued an interim order restraining coercive recovery under the Circular until the appellate authority disposes of the taxpayer's stay application.

Summary: Early finalisation of the Preferential Trade Agreement (PTA) with SACU is urged, with requests for SACU to respond to India's proposal on an average Margin of Preference (MOP) so officials can exchange tariff request lists and resolve differences; officials will meet to pursue negotiations and coordinate WTO stances. India also raised concerns about the temporary suspension of frozen boneless buffalo meat imports, noting prior market access and requesting review of the suspension.
Summary: Government accepted the major recommendations on GAAR and narrowed the anti-avoidance framework by requiring a main-purpose tax benefit test, procedural safeguards before invocation, and a reconstituted Approving Panel. The revised regime also provides grandfathering for earlier investments, exclusions for specified investors, a monetary threshold, restriction of GAAR to the impermissible part of an arrangement, and coordination where GAAR and SAAR both apply. Chapter X-A was postponed to come into force from April 1, 2016.
Summary: The official Wholesale Price Index (Base 2004-05=100) for December 2012 recorded a slight monthly decline and a moderated annual inflation rate, with build-up inflation for the financial year reported. Primary Articles fell overall due to lower food article prices while Non Food Articles and Minerals showed mixed movements. Fuel & Power rose marginally on account of higher bitumen prices. Manufactured Products remained unchanged at the previous month's level, though individual subgroups experienced offsetting increases and decreases. Detailed tabular annexes set out group-wise indices and six month inflation trends.
Summary: The Committee recommends limiting GAAR to arrangements whose main purpose is to obtain a tax benefit, inserting a statutory definition of commercial substance, confining GAAR consequences to impermissible parts of arrangements, deferring implementation by three years with a pre-announced effective year, prescribing a Rs. 3 crore monetary threshold (tax only, present-value for deferral), grandfathering existing investments (not arrangements), strengthening AAR and procedural safeguards, constituting an independent five-member Approving Panel, and ensuring SAAR or treaty anti-abuse provisions prevail over GAAR for covered aspects.
Summary: Release of monthly provisional Consumer Price Index on base 2010=100 with all India general CPI numbers for rural, urban and combined and point to point annual inflation rates for December 2012 (December 2012 over December 2011). The statement also provides final CPI values for November 2012 and provisional annual inflation for the food and beverages group across rural, urban and combined areas.
Summary: Consumer Price Index (CPI) numbers on base 2010=100 for December 2012 record provisional general indices of 126.8 for rural, 124.0 for urban and 125.6 combined, with a provisional point to point annual inflation rate of 10.56% for the combined series (rural 10.74%, urban 10.42%). The release provides group and sub group level movements for food, fuel, clothing and miscellaneous categories and publishes State/UT wise provisional indices; price data collection and transmission methods are specified.
