Summary: The Regulations grant a registration fee continuity benefit when an individual or partnership membership is converted into a corporate entity, exempting the corporate transferee from fees already paid for the corresponding period provided the erstwhile individual or partner becomes a whole time director and retains at least 40% of paid up equity for three years; an explanatory deeming provision treats conversion as continuation. Judicial authorities emphasize that the benefit applies only where statutory conditions are strictly met and that voluntary business restructuring does not attract the exemption, while doubts on fiscal provisions favor the subject.

Summary: Central GST (CGST) proposes a single national tax levied, controlled and administered by the Union, combining central and state levies into one value chain tax. It would be imposed by the Centre through a separate statute on taxable transactions for consideration, subject to exemptions and thresholds, with input tax credit across stages and proceeds shared between Centre and States. Implementation requires extensive IT infrastructure, e filing, e payment, a national portal and trained staff.

Summary: The scheme establishes a uniform premium paid by farmers with the Government bearing the balance premium without any upper subsidy limit, removes prior premium capping so farmers receive full sum insured, mandates technology use (smartphone data capture and remote sensing) for faster claim settlement, and expands coverage to include on-account payments, prevented sowing and wider post-harvest loss protection under a unified national framework.
Summary: Promotion of connectivity and economic integration with regional value chains is central to enhancing India-CLMV trade, relying on physical linkages (trilateral highways, North East connectivity, port upgrades) and institutional measures (bank branches overseas, duty free tariffs, a Project Development Fund and a CLMV fund) to address barriers in movement, banking and trade. Complementary reforms in CLMV investment regimes and coordinated policy simplification are urged to attract FDI and integrate sectoral value chains in agriculture, manufacturing, services and infrastructure.
Summary: An Empowered Committee of Secretaries, chaired by the Cabinet Secretary, is constituted to act as a Screening Committee to process the recommendations of the seventh Central Pay Commission in an expeditious, detailed and holistic fashion, considering all relevant factors for further administrative action.
Summary: Publication of the Reserve Bank of India's reference rate for the US Dollar on January 13, 2016, is recorded at Rs. 66.8394 with the prior day's rate noted; corresponding exchange rates for the Euro, Pound Sterling and the Japanese Yen against the Rupee are disclosed using cross currency middle rates, and the SDR Rupee rate is to be based on the published reference rate.
Summary: The Government attributes substantial growth in Basic Savings Bank Deposit Accounts to the Pradhan Mantri Jan Dhan Yojana and proposes Public Sector Bank governance reforms by establishing a Bank Board Bureau to replace the Appointment Board and by adopting generic Key Performance Indicators in lieu of bank-specific Statements of Intent to streamline appointments and target-setting.
Summary: Inclusive growth is prioritized with measures to ensure social security for children, women and senior citizens. Recommendations include increased pensions and inclusion of grandparents in health insurance, strengthened funding and transparency for child protection and education, comprehensive universal crop insurance and expanded support for small and tenant farmers, creation of a National Social Security Board for informal workers, targeted use of the Nirbhaya Fund and higher allocations for maternal, child and adolescent health, nutrition and child welfare schemes.
