      Summary: Inserts a new tariff entry in the Table to the principal Central Excise notification, prescribing an effective excise duty rate of 12.5% on specified motor vehicles under the First Schedule headings, effected under statutory authority and amending Notification No.12/2012-Central Excise by adding the new serial entry.

      Notification under Section 11C of the Central Excise Act on Plain (un-modified) Tamarind Kernel Powder falling under heading 1302
      Summary: The Central Government, satisfied that a generally prevalent practice resulted in non levy of excise on plain (un modified) tamarind kernel powder under the relevant tariff heading for the identified period, directs under section 11C that the whole of the duty payable under section 3 but for that practice shall not be required to be paid in respect of those goods for which duty was not levied during that period.

      Seeks to levy provisional ant-dumping duty on 'Colour coated/pre-painted flat products of alloy or non-alloy steel' originating in or exported from People's Republic of China and European Union for a period of six months (unless revoked, superseded or amended earlier)
      Summary: Imposition of a provisional anti-dumping duty on colour coated/pre-painted flat steel products from the People's Republic of China and the European Union where the landed value is less than a specified reference amount; the duty equals the difference between that amount and the landed value, calculated per unit in the specified currency. The notification covers origin/export permutations, defines "landed value" as the customs assessable value excluding certain duties, requires payment in Indian currency, and adopts the government-published exchange rate on the bill of entry date. The duty is effective for up to six months.

      Foreign Exchange Management (Transfer or Issue of Security by a Person Resident outside India) (Amendment) Regulations, 2017
      Summary: Amendment to Schedule 1 substitutes Paragraph F.4 to designate Infrastructure Company in the Securities Market-including stock exchanges, commodity derivative exchanges, depositories and clearing corporations-as eligible for foreign investment under the automatic route subject to SEBI Regulations and Guidelines/Regulations issued by the Central Government, SEBI and the Reserve Bank; terms not defined in these regulations adopt meanings from relevant statutes and SEBI regulations. The amendment deletes the former Paragraph F.6 and renumbers subsequent paragraphs, effective on publication in the Official Gazette.

      Foreign Exchange Management (Transfer or Issue of Security by a Person Resident outside India) (Fifteenth Amendment) Regulations, 2016
      Summary: The amendment defines a convertible note and adds Regulation 6D allowing non residents (with specified nationality exclusions) to purchase convertible notes of Indian startups subject to minimum tranche requirements, government approval where the sector is restricted, receipt of consideration by inward remittance or specified accounts with escrow closure within six months, NRI non repatriation conditions, permitted transfers under RBI pricing guidelines and reporting obligations to the Reserve Bank.

      Summary: A Government of India supported Line of Credit by Exim Bank to Burundi finances a detailed project report for an Integrated Food Processing Complex; services must be eligible under the Foreign Trade Policy and at least 75% of the contract price for services must be supplied by the seller from India with the remainder allowed from outside. The LOC became effective December 20, 2016; letters of credit and disbursements are subject to specified timelines (48 months for project export contracts from scheduled completion dates and 72 months for supply contracts from execution) and shipments must be declared per Reserve Bank instructions. No agency commission is payable under the LOC, but exporters may remit commission from own funds or EEFC balances after realization subject to prevailing rules.

      Evidence of Import under Import Data Processing and Monitoring System (IDPMS)
      Summary: AD Category-I banks must rely on BoE data in the Import Data Processing and Monitoring System and discontinue hardcopy BoE submission where data exists. Banks shall enter or download BoE details, use the BOE Settlement message to match and settle BoEs with Outward Remittance Messages (permitting multiple ORMs per BoE and vice versa), issue an acknowledgement slip to importers on settlement, require importers to preserve the importer copy and acknowledgement, follow up on unsettled ORMs, and preserve audited BOE Settlement data under the Cyber Security Framework unless investigating agencies direct otherwise.
