Electronic Bills of Entry in IDPMS replacing hardcopy BoEs; AD Category-I banks must settle ORMs and preserve records
Hardcopy bills of entry (BoE) as evidence of import are discontinued because BoE data are available in the Import Data Processing and Monitoring System (IDPMS); AD Category-I banks must enter or download BoE data and effect 'BOE Settlement' of Outward Remittance Messages (ORMs), permitting multiple ORMs per BoE and vice versa, thereby making electronic IDPMS verification the operative evidence. For imports on delivery-against-acceptance, banks shall verify import evidence in IDPMS on remittance, producing an acknowledgement slip to the importer summarising BoE/ORM particulars, thereby substituting hardcopy proof. AD Category-I banks must follow up unsettled ORMs, create/upload evidence in 'Manual BOE reporting' where applicable, preserve settlement data per cyber-security guidelines, and permit audit/verification; data in cases under investigation may be destroyed only with investigating-agency clearance.
