      Amendment in Import Policy of Aviation Gasoline under Exim Code 27101219 in the ITC (HS) 2017, Schedule- I (Import Policy)

      Summary: Central Government appointed Shri Ashok Kumar Gupta as Chairperson of the Competition Commission of India effective 12th November, 2018 under powers in section 8(1) read with section 10(1) of the Competition Act, 2002 by notification S.O. 28(E). His service is to continue until 25th October, 2022 (the date he attains age sixty five) or until further orders, and his terms and conditions of service are governed by the Competition Commission of India (Salary, Allowances and other Terms and Conditions of Service of Chairperson and other Members) Rules, 2003.

      Summary: Amendment restricts manual processing of MEIS claims to the enumerated MEIS serial numbers and corresponding ITC(HS) codes by revising the Annexure to Public Notice 62; only applications for those listed entries will be processed in manual mode following the manual-mode guidelines issued to Regional Authorities in Trade Notice 30.

      Guidelines to RAs for following Standard Operating Procedure (SOP) for EODC monitoring of both Advance as well as EPCG authorizations using software in website http://eodc.online
      Summary: RAs must enter all pending Advance and EPCG authorisations lacking EODC into the DGFT EODC software, use the "no date" option where documents are not submitted, prioritise older cases, route counter submissions to designated data-entry personnel, update the module for every procedural action before dispatch, upload only duly signed EODC PDFs, resolve exporter queries by correcting online records, and expect DGFT HQs to monitor RA performance via the software.

      Implementation of e SANCHIT in Exports
      Summary: Implementation of eSANCHIT extends uploading of digitally signed export documents to all ICES locations nationwide; authorized persons must submit digitally signed electronic integrated Shipping Bills and may omit routine hard copies, but must retain original supporting documents for five years from acceptance and produce them on demand to Customs or other government agencies in connection with proceedings under the Customs Act or other law.

      AEO programme digitization - Ease of doing business - Development of web-based application for AEO-T1
      Summary: A web-based AEO portal has been launched for online filing, processing and digital issuance of AEO-T1 certificates, with manual filing permitted concurrently during the transition period to avoid processing delays. The validity of AEO-T1 and AEO-T2 certificates and the intervals for review and onsite PCA have been extended to a three-year cycle, and the Directorate may initiate reviews at any time if adherence to AEO conditions is suspected to be compromised.

      Document Management System - Scanning of import and Export documents- Clarification
      Summary: Import Bill of Entry dockets will no longer be sent for DMS scanning because import documents are uploaded via e-sanchit; custodians and service providers must retain import dockets securely and retrieve them when required. The DMS contract has been modified to cover exports only. Export Shipping Bill dockets must continue to be submitted by the superintendent in charge to the respective DMS centres on the next working day under proper acknowledgement for scanning and storage.

      Sea Cargo Manifest and Transhipment Regulations, 2018
      Summary: The regulations require mandatory registration of persons delivering arrival or departure manifests, prescribe electronic filing of structured manifests (general declaration, stores list, crew private property list and cargo declarations) with manual filing only by approval, mandate separate reporting for specified sensitive cargo, set conditions and bond requirements for transhipment through designated foreign routes, require carriers to maintain records, provide track and trace, and ensure safety and re export of hazardous goods, and establish procedural safeguards for suspension, revocation, penalties and appeals.

The Governing Council consists of specified ex officio Ministry of Corporate Affairs members and the IICA DG & CEO as Member Secretary. Its terms of reference are to guide and review the Steering Committee and other necessary matters; it must meet at least twice yearly, and meeting chairing follows a prescribed succession.
