Parliamentary Panel Urges Revising OBC Creamy Layer Income Ceiling and Improving Welfare Fund Usage
A parliamentary committee reviewing welfare measures for Other Backward Classes (OBCs) emphasized the urgent need to revise the creamy layer income ceiling, currently set at Rs 8 lakh since 2017, arguing it excludes many eligible families from reservation benefits. The committee highlighted inflation and rising incomes as reasons for updating the threshold and called for resolving the lack of equivalence between posts in autonomous bodies and government positions, which affects service allocation. Despite these recommendations, the Ministry of Social Justice and Empowerment reported no proposal to revise the limit. The committee also noted a significant decline in scholarship beneficiaries and underutilization of allocated funds, urging stricter monitoring and better coordination with states. It stressed that without timely policy revisions and efficient implementation, the objective of socio-economic upliftment of OBCs through education and welfare schemes may be compromised.
