      Classification of TrackMan 4 and TrackMan iO depends on their integrated character and principal function as imported, rather than on separately examining radar, optical tracking, or software components. Their golf-specific design, calibration, licensing, marketing, course libraries, installation requirements, and exclusive use for practice, coaching, simulation, virtual play, and performance analysis establish that they function principally as golf apparatus. Measurement and analytical capabilities serve an ancillary role in enabling the sporting functions and do not make the products independent measuring or checking instruments. The integrated radar subsystem also does not support classification as standalone radar apparatus. The advance ruling therefore classified the goods as other golf equipment under Customs Tariff Item 9506 39 00, rejecting classification under Heading 9031.
