Central Excise duty is on manufacture of excisable goods but for exemption granted under various notifications. Duty is to be paid by manufacturer at the time of removal from the factory premises. Ultimately the burden of Central Excise duty is borne by the consumers. As per Central Excise law, a manufacturer is liable to pay duty. He will collect from his buyers. There are exemption schemes e.g. Small Scale Industries exemption scheme, exemption from CE duty to SEZ units, 100 % Export Oriented Units, Area base exemption schemes in J & K, HP, Uttarakhand etc.
