SBI Cheque Issue

Self-cheque restrictions: banks may refuse third party payment; use bearer or payee cheque or debit card instead.
Banks may refuse to cash a self-cheque when the account holder is absent because a self-cheque is intended for the account holder personally. Alternatives include issuing a cheque payable to the named withdrawer, issuing a bearer cheque, or using a debit card/ATM facility; presentation at a non home branch may be restricted. Identification of the presenter and the account holder is required for third party presentations. Tax consequences were discussed as not arising from mere cash withdrawal on another's cheque. (AI Summary)

Recently my Nani wanted to withdrew 20,000 INR from her bank account in SBI, so she gave me "self cheque".

As her age is 65+ so she told me to withdrew for her, I went to bank & bank cashier told me NO

he told me that bank can not issue money to 3ed party. Bank manager was not there in SBI, I also show ID proof of my Nani (ADDHAR + VOTER ID) + there was a signature of her.

Can a cashier refuse me to pay me cash for self cheque ??

What is a solution of it ?? My nani will never visit bank as her age does not support her.
