Hello

can anyone tell me, since when the NEFT/RTGS of excise refunds have been started?

the circular No.1013/1/2016-CX is dated 12.01.2016 but in that its is mentioned as these instructions shall be put in place by the field formations by 10.02.2016.

also please advise w need to give only Annexure A to be certified by our bank to excise jurisdiction ?

Excise Refunds via NEFT/RTGS Require Bank-Certified Authorization; Implementation by 10.02.2016 as per Circular No. 1013/1/2016-CX. An individual inquired about the initiation of NEFT/RTGS for excise refunds, referencing Circular No. 1013/1/2016-CX, which mandates implementation by 10.02.2016. A respondent explained that claimants must provide a one-time bank-certified authorization (Annexure-A) for refunds. The e-payment facility is operational in specific zones, and others should follow suit. Another participant mentioned receiving a cheque that couldn't be cleared due to missing documentation. The discussion also touched on the government's initiative to streamline refund processes and queries about required documents for E-BRC/FIRC submissions. (AI Summary)

Madam,

As per para 2 (II) (a) of Circular No. 1013/1/2016- CX. dated 12.01.2016while filing refund/ rebate claim for the first time, the claimants opting for this facility shall provide one-time authorization in duplicate, duly certified by the beneficiary bank in a prescribed format (enclosed as Annexure-A). One copy shall be retained by the department and one copy shall be sent to the bank with the first refund sanction order of the applicant.

As per para 3 of the above mentioned Circular the facility of e-payment of refunds/ rebate is already operational in certain Central Excise zones such as Mumbai-II, Hyderabad, Chandigarh and Chennai. You can contact central excise assessees in these zones and ascertain from the formalities to be completed by you for availing the facility of e-payment of refunds/ rebate. The Circular directs other Central Excise Zones to contact the above mentioned zones. Therefore you can also follow the same by contacting central excise assessees in Mumbai-II, Hyderabad, Chandigarh and Chennai Zones.

In line with ease of doing business and to ease lots of manual work involved in the process of issue manual cheques the Government has come up with this initiative as it was done in other zones. Thanks.
