as per new notification issued on 27/08/2014 credit on freight paid on transportation of goods by railway is allowed. my question is that does it allow old credit or the bill after 27/08/2014

The Notification was issued on 27.8.2014. The Notification clearly states that it will come into effect from the date of its publication in the official gazette. Since restriction for taking credit within six month from the date of duty paying documents will come into effect on 1.9.2014, you can take the credit before 1.9.2014 provided STTG Certificate issued by the Indian Railways, along with the photocopies of the railway receipts mentioned in the STTG certificate is available with you.
