Issues: Whether the exported 33 KV indoor single panel minimum oil circuit breaker, being a component of switchgear, fell within sub-serial 4609 of the drawback schedule covering switchgears and control gears, and was therefore eligible for drawback.

On that basis, the order held that a circuit breaker answers the description of a switching device and that the classification entry for switchgear was wide enough to include it.
