SLP dismissed. The Court declined to grant relief under Article 136 of the Constitution, stating it was 'not inclined to entertain the Special Leave Petition under Article 136 of the Constitution.' No further reasons are recorded in the order. Consequent to that finding, 'The Special Leave Petition is accordingly dismissed.'
