                          Detailed Analysis

                          A. Excess Sugarcane Price Paid to Sugarcane Suppliers
                          The core issue of "Excess Sugarcane Price" involves the statutory minimum price (SMP) fixed under the Essential Commodities Act, 1955, and the additional price under clause 5A of the Sugarcane (Control) Order, 1966. The assessees paid a final price exceeding the SMP and the price under clause 5A.
