Issues: Whether investigation is complete for purposes of Section 167(2) of the Code when the police report under Section 173(2) is filed without awaiting expert reports or without annexing documents and statements mentioned in Section 173(5), and whether such a report still constitutes a police report enabling cognizance under Section 190(1)(b).
