Anything done, duty performed, or action taken under the specified Chapters before amendment is deemed valid, and notifications appointing or assigning functions to customs officers are treated as validly issued; the amended definitions and scope provisions corresponding to sections 2, 3 and 5 are deemed to have had effect at all material times, and pending proceedings arising from such actions are to be disposed of under the Customs Act as amended.
