A bilateral safeguard measure becomes effective on publication of the notification in the Official Gazette. If a provisional bilateral safeguard measure has been imposed and the Director General has found that increased imports caused or threaten to cause serious injury to the domestic industry, the notification must specify that the measure takes effect from the date of the provisional safeguard notification.
