Mumbai, Aug 28 (PTI) India's forex reserves jumped USD 12.422 billion to a new all-time high of USD 729.328 billion during the week ended August 21, the RBI said on Friday. Arrests under the Prevention of Money Laundering Act form part of an investigation into alleged digital arrest cyber fraud and laundering of fraud proceeds. Funds were reportedly routed through numerous bank accounts, withdrawn in cash, and converted into foreign currency through licensed money changers. The financial trail is linked to commodity trading, travel and foreign-exchange entities allegedly connected with cyber-fraud complaints and first information reports. The inquiry also identified alleged shell or dummy companies using proxy directors to conceal control and facilitate fund movement.

Foreign exchange market conditions supported a six-paise appreciation of the rupee against the US dollar at the close of trading. Cyber fraudsters allegedly impersonated public officials and threatened a senior citizen with implication in money laundering, terror funding and cybercrime. Using WhatsApp video calls and purported official notices, they allegedly induced the victim to transfer funds to multiple bank accounts and a cryptocurrency wallet on the pretext of proving innocence. The victim reportedly liquidated fixed deposits and mutual fund investments before identifying the deception and reporting it through the cybercrime helpline. A cyber police case was registered for further investigation.

The allegations concern systematic over-invoicing of freight charges and forged documentation, with a parallel criminal investigation based on an FIR registered by the Delhi Police Economic Offences Wing. Personal insolvency resolution under the Insolvency and Bankruptcy Code involved approval of a repayment plan providing for payment of Rs 6.25 crore to creditors and Rs 25 lakh towards process costs against admitted creditor claims of about Rs 22,006.57 crore. Objections by dissenting creditors were rejected because they held less than 20 per cent of voting share, while the plan received 80.81 per cent support. Valuation indicated that the personal estate was worth less than the amount offered, and the tribunal declined to replace creditor commercial wisdom or assess settlement adequacy.

India's sovereign credit rating retained a BBB stable outlook, supported by strong growth, an external balance sheet, stable institutions, policy predictability, and infrastructure investment. Public investment and consumer demand are expected to sustain growth and assist fiscal consolidation. Constraints include weak fiscal performance, elevated government debt and interest burdens, and low per-capita income. Long-term rating support depends on financing infrastructure investment without materially widening the current-account deficit and on reducing the fiscal deficit through stable fiscal and monetary policies.

Sugar price-control measures combine duty-free raw sugar imports, stockholding limits for dealers and bulk consumers, and an export prohibition to address elevated retail prices and curb hoarding. Domestic supply remains constrained by reduced sugarcane output, prior exports and diversion of sugar to ethanol. Net production is estimated below projected domestic demand, while closing stocks are expected to remain limited. Import access, inventory restrictions and export controls therefore operate as market-stabilisation mechanisms.

IGST on Raw Sugar imported under the Advance Authorisation Scheme and converted to the Tariff Rate Quota Scheme must be paid through reassessment of the bill of entry at the port of import. The out-of-charge order is cancelled, tax is paid through an electronic challan in the Customs EDI System, and a notional out-of-charge order enables transmission of payment details to the GSTN portal. Interest is waived, the procedure is available once per bill of entry, and input tax credit remains subject to statutory conditions.
All provisions of the Tribunals Reforms Act, 2026 came into force on 25 August 2026. The notification activates the Act in its entirety from that date, making its reforms and statutory framework operational.
Cyber incident reporting by regulated entities must be made through SEBI's Cyber Incident Reporting Portal, aligned with the Financial Stability Board's Format for Incident Reporting Exchange (FIRE). The aligned portal requires structured reporting using common information fields, standard definitions and consistent incident classifications, supporting harmonised reporting. It permits reporting across the incident lifecycle, including initial notification, intermediate updates and final closure, recognising that complete information may not be available initially. Regulated entities must establish systems to implement the portal-based reporting requirement and make any necessary amendments to their bye-laws, rules or regulations. The requirement operates alongside applicable cybersecurity and cyber-resilience reporting obligations.
Market Infrastructure Institutions must implement a system-driven IT Resilience Index to measure the robustness of critical IT systems and related systems. The Index covers availability, security, integrity, governance, reliability and monitoring, business continuity, modularity and flexibility, scalability, and incident handling. Institutions must compute the Index half-yearly, submit comparative results and corrective actions to their technology committee and governing board, and limit manual data retrieval to exceptions discussed with the technology committee. They must also establish an early warning system, continuous service-delivery dashboards, and monitoring procedures. The framework, including early warning and real-time monitoring, must be operational by February 28, 2027, with the first computation for the half-year ending March 31, 2027.
Apollo World Connect Ltd. is appointed custodian under Section 45(1) of the Customs Act, 1962 for imported goods landed at Kamarajar Port and received at its container freight station, until clearance for home consumption, warehousing or transhipment. It is also appointed custodian of export cargo brought into its premises until export from that port. The custodian must comply with Section 45, the Handling of Cargo in Customs Areas Regulations, 2009, and applicable rules, regulations and instructions. The appointment takes effect from 21 August 2026.
Specified container freight station premises at Kattupalli are declared a Customs Area for handling imported full-container-load and less-than-container-load cargo arriving from Kamarajar Port, excluding passengers' unaccompanied baggage, and for handling export cargo until export. Import and export cargo must be processed under the Handling of Cargo in Customs Areas Regulations, 2009, and applicable customs public notices. The designation takes effect on 21 August 2026 and continues the stated cargo-handling scope previously notified for the premises.

Registered persons whose aggregate turnover in a financial year exceeds the prescribed threshold must include a Quick Response (QR) code on invoices issued to unregistered persons. A B2C invoice is deemed to have a QR code where a dynamic QR code is displayed digitally to the recipient and the invoice contains a cross-reference to payment through that code. The requirement takes effect from 1 April 2020.
